Multi-Sectoral Humanitarian Response Targeting IDPs, Returnees and Host Communities in Yemen
Notice of Determination
Ottawa – February 24, 2025 – Global Affairs Canada have determined that the project Multi-Sectoral Humanitarian Response Targeting IDPs, Returnees and Host Communities in Yemen is not likely to cause significant adverse environmental effects.
This determination was based on a consideration of the following factors:
- technically and economically feasible mitigation measures.
Mitigation measures considered for this determination are:
Site Preparation and Construction Phase
- Discuss safety risks for workers involved in the rehabilitation works, sensitize them, and equip them with safety gear. Develop and use a safety gear checklist prior to the commencement of rehabilitation works. Temporarily fence all construction sites using ropes or tape to protect the public.
Solar Energy Systems Waste Management
- Consult with the relevant government entity for advice on handling solar energy systems' waste before procurement, exploring recycling options.
Water Treatment and Quality Monitoring
- Conduct water treatment and water quality monitoring, sharing test results at the end of the project. Rehabilitation works will not start until the Water Quality Assurance Plan (WQAP) is approved. Conduct water quality testing and analysis before commissioning the water source.
- Develop robust reverse logistics and waste management systems to ensure the safe and responsible disposal or recycling of medical and non-medical commodities.
Septic Tanks and Wastewater Management
- Ensure septic tanks are properly designed and constructed following environmental and public health standards.
- Implement managed soak pit drainage for rural areas and ensure proper desludging systems for urban cesspools in mountainous terrain.
- Coordinate with the Local Water and Sewage Corporation (LWSC) for desludging and wastewater transport to designated treatment sites.
- Train hospital personnel in wastewater management and desludging scheduling.
Incinerator Operation and Waste Management
- Ensure the incinerator operates properly as designed and combustion occurs at the correct temperatures.
- Ensure proper fencing and cleaning of the area.
- Implement or improve color-coded waste bins and train staff on proper segregation.
- Conduct refresher trainings and drills with teams to enhance awareness of occupational health risks.
- Rehabilitate the incinerator and train the health facility team on procedures to minimize environmental hazards and operate it according to WHO guidelines.
Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, Global Affairs Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
