[Calgary, AB] – [March 4, 2025] – The Calgary Airport Authority ("Calgary Airports") and Canada Infrastructure Bank ("CIB") have determined that the proposed New Aircraft Engine Testing, Maintenance, Repair and Overhaul Facility (the "Project") located at the YYC Calgary International Airport is not likely to cause significant adverse environmental effects. This determination was based on a consideration of the following factors:

• impacts on rights of Indigenous peoples;
• Indigenous knowledge;
• community knowledge;
• comments received from the public; and
• technically and economically feasible mitigation measures.

Mitigation measures[1] taken into account for this determination are described in a comprehensive Environmental Effects Evaluation and are summarized for key effects as follows:

• Air emissions associated with construction will be mitigated through the use of tier III or greater heavy duty equipment, dust suppression techniques and through the minimization of stationary energy sources.
• Site specific erosion and sediment control measures, developed following the City of Calgary Eco Plan framework and following industry best practices (e.g., covering catch basins and protection of stockpiles from wind and rain) will be used to further minimize dust, sediment transport, erosion and tracking of soils and excavated materials and potential to enter the surface drainage system.
• Protect soil and air from accidental hazardous material releases through the preparation and implementation of a site-specific hazardous material and waste management plan.
• Meet the inlet and outlet acoustic construction recommendations for the building envelope so that the noise contribution from test operations is at or near the existing average ambient background noise level around the facility (roughly 65 dBA), and well below the existing ambient background noise at other existing buildings nearby.
• Incorpoate emission controls in the design of the facility to minimize the discharge of unabated criteria air contaminants, such as scrubbers and emission monitoring systems.
• Develop and implement a Wildlife Management Plan which details wildlife protection measures to be employed, such as wildlife sweeps prior to any work, and stop work if wildlife habitat features (nests, den, burrow, hibernaculum, etc.) are encountered at any time.
• Remediate and appropriately segregate all contaminated soils and groundwater so the site is safe for construction and occupancy.

Calgary Airports and CIB are satisfied that that the carrying out of the Project is not likely to cause significant adverse environmental effects, and therefore may carry out the Project, exercise any power, perform any duty or function, or provide financial assistance to enable the Project to be carried out in whole or in part.
