Centering Women and Girls in SGBV Response and Mitigation in Conflict-Affected Communities in South Sudan, Ethiopia, Somalia, Burkina Faso and Chad (2024-2026) – Public Comments Invited
[April 25, 2025] – Global Affairs Canada must determine whether the proposed ‘Centering Women and Girls in SGBV Response and Mitigation in Conflict-Affected Communities in South Sudan, Ethiopia, Somalia, Burkina Faso and Chad (2024-2026)' – SGBV and SRH response, prevention and mitigation, and WASH emergency response, located in South Sudan, Ethiopia, Somalia, Burkina Faso and Chad is likely to cause significant adverse environmental effects.
To help inform this determination, Global Affairs Canada is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
With GAC's support, Oxfam Canada and Quebec are providing a multi-sectoral humanitarian response
to address sexual and gender-based violence within crisis-affected communities in Burkina Faso, Chad,
Ethiopia, Somalia, and South Sudan. Project activities include: (1) the restoration of water points and
sanitation facilities, with an eye towards improved safety; (2) the provision of sexual and reproductive
health services; (3) unconditional cash grants to vulnerable households to reduce negative coping
strategies; and (4) the provision of protection services to mitigate the increased risk of sexual and
gender-based violence (SGBV) for vulnerable women and girls. Activities under (1) are likely to have an adverse environmental effect.
The physical activities to be done, per country, are the following:
Somalia:
- Borehole Rehabilitation
- Water Pipeline Extension
- Enhancing Water Infrastructure at Health Centers
- Sanitation and Hygiene Infrastructure Upgrades
South Sudan:
- Undertake construction/rehabilitation works of the targeted water supply systems
- Construct gender sensitive emergency climate resilient latrines for households impacted by
floods and other climatic factors
Ethiopia:
- Construction/rehabilitation of water systems providing safe potable drinking water for vulnerable women, men, girls and boys
- Construction of gender-friendly and accessible sanitation facilities in conflict-affected communities
Burkina Faso and Chad:
- Rehabilitation of water points and sanitary facilities, with particular attention to safeguarding
Although environmental conditions vary in the 5 countries of intervention, they share a number of similarities.
Burkina Faso, Chad, Somalia and Ethiopia are characterized by an arid to semi-arid climate, with a short rainy season and erratic rainfall patterns and minimal vegetation. These areas are prone to drought, but also flashfloods. The topography is relatively flat and temperatures are high. The area of intervention in South Sudan share the same environmental challenges, but the pluviometry is higher as the area is classified as tropical savannah. This area is especially prone to seasonal flooding. The WASH infrastructure that will be built or rehabilitated for this project will be adapted to these specific conditions and will fully comply with local environmental, public health and water policies, as well as international standards.
