Notice of Determination 

Gatineau – May 27, 2025 – Global Affairs Canada has determined that the proposed Lifesaving, Health & Protection Response in Afghanistan and Lebanon is not likely to cause significant adverse environmental effects. 

This determination was based on a consideration of the following factors: 

  • community knowledge; 

  • comments received from the public; and 

  • technically and economically feasible mitigation measures. 

Mitigation measures taken into account for this determination are:  

  • Wetting surfaces during cutting/plastering, and use of dust masks for workers to reduce the generation of dust and air pollution and limit its impact on people; 

  • Restrict construction to daylight working hours; and use noise-reducing equipment when possible to reduce noise pollution; 

  • Segregate waste and dispose through municipal systems to manage solid waste generation; 

  • Label and secure hazardous materials, and store paint, cement, and tools in covered areas to limit the risk of contamination due to improper storage of materials; 

  • Install energy-saving lighting and water-efficient taps/sinks where feasible to limit resources use; 

  • Areas selected for waste disposal and sanitation will be away from flood plains, routes to prevent flooding of healthcare facility; 

  • Ensure proper distance between new well location and exisiting ones, and use water conservation strategies, (including providing adequate well-recovery time before withdrawals) to prevent groundwater depletion; 

  • Use lined pits and sealed waste containers to prevent soil and water contamination; 

  • Limit vehicle movement frequency to absolute necessity to reduce GHG emissions; 

  • Maintain safe distance between facilities and waste disposal sites, and ensure the borehole is not on the downstream side of potential contaminants to prevent groundwater contamination; 

  • Identify the course of the pipeline and ensure no major disturbance is created to the water network; 

  • Ensure tanker construction / procurement meets environmental standards; and piplines are done with less environmental disturbances; 

  • Test water quality to prevent health issues; 

  • Ensure regular maintenance of incinerators and placenta pits, including safe disposal of ashes and monitoring of pit conditions to prevent environmental contamination; and 

  • Prepare a waste disposal pits, train staff on operations and management of disposal, regularly dispose at designated site. 

Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, World Vision Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
