Upgrades to Port of Belledune Tank Farm – Public Comments Invited

July 17, 2025 – The Belledune Port Authority must determine whether the proposed Upgrades to Port of Belledune Tank Farm, located in Belledune, New Brunswick, is likely to cause significant adverse environmental effects.

To help inform this determination, the Belledune Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

Greenergy Fuels Canada Inc. proposes to reactivate the liquid bulk fuels tank farm and pipeline located within the Port of Belledune at 221 Curry Drive, Belledune, NB. This facility would receive products by ship (approximately 10 cargoes per year) and offload through the pipeline to the tank farm. Newly constructed infrastructure would be installed to facilitate the supply of gasoline and diesel products, including renewable diesel, biodiesel, and ethanol blended gasoline, to Northern New Brunswick as well as to load outbound rail cars that will supply other Greenergy markets. It is anticipated that the annual terminal throughput volume could be as much as 500,000,000 L. By making products available to the local area via marine vessel and rail car, it is expected that there will be a significant reduction in long haul trucking requirements, thereby reducing emissions and minimizing the need for long distance transportation of dangerous goods by road. 

The Project would consist of the following:

• Upgrading of automated equipment and controls on existing infrastructure (pipelines and tanks) to optimize process safety systems and to minimize the potential for any adverse effects to people or place.
• Installation of a Vapour Management System to eliminate any potentially harmful air emissions.
• Installation of product containment infrastructure to manage the potential risk of leaks, drips and spills, including spill containment pads/trays, underground catch basins and oil water separators. 
• Upgrades to terminal and port roads that will direct truck traffic through the port and away from residential areas.
• Installation of new high speed truck loading infrastructure to facilitate short haul trucking logistics to local markets.
• Rejuvenation of the existing office, control room and warehouse to create a comfortable space for all new employees that will be recruited from the local area.

Construction is anticipated to commence in August 2025 and would be completed in November 2025. New equipment and infrastructure will be modular in nature and fabricated offsite, thereby eliminating the need for a lengthy construction period. Modules will be delivered to site, set in place, and all interconnecting piping will be bolted together in place. Construction hours will be consistent with standard seasonal construction hours.
