April 1st, 2026 – Global Affairs Canada issued its Notice of Determination and determined that the project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors: 

  • community knowledge; 
  • technically and economically feasible mitigation measures. 

Mitigation measures taken into account for this determination are: 

  • Groundwater resources and long‑term water availability are protected against over‑abstraction through the installation of mechanical flow meters and pumping tests, combined with the establishment and training of Water Management Committees to monitor abstraction rates and align water use with source recharge capacity.
  • Drinking water quality and human health are protected through the installation of wellhead protection measures, closed and sealed pumping systems with non‑return valves, corrosion‑resistant chlorination equipment, and regular water quality testing (including arsenic and fluoride) to prevent contamination risks.
  • Soils and surface water resources are protected from pollution during wastewater network rehabilitation through strict site supervision, safe disposal of replaced infrastructure, and training of local operators on environmentally sound management of sewage and sludge.
  • The health and safety of workers and nearby communities are safeguarded by applying standardized construction procedures, including dust suppression measures, mandatory use of personal protective equipment, fencing and signage around worksites, and controlled access to open excavations.
  • Natural habitats, soils and land stability are protected by limiting excavation works to strictly necessary areas, selecting low‑sensitivity sites for solar and water infrastructure, and applying erosion control measures where ground disturbance occurs.
  • Air quality and climate protection are strengthened by reducing greenhouse gas emissions through the systematic use of solar energy systems for water pumping and treatment facilities, while restricting diesel generator use to emergency backup situations only.
  • Continuity of WASH services and accessibility for vulnerable populations are ensured through phased implementation of works, advance community notification, maintenance of alternative access routes, and specific measures to preserve access for persons with disabilities.
  • Social cohesion and conflict mitigation related to natural resource use are supported through community sensitization and participatory governance mechanisms, notably Water Management Committees, promoting equitable and sustainable water resource management.

Global Affairs Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, Acted may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
