Construction of 10 Houses within Deer Lake First Nation

The Proposed Project
Deer Lake First Nation is proposing the construction of 10 residences all within the same block. The housing unit footprint will be 170 m2, each containing a 4-bedroom home (112 m2) and yard, with the total footprint of the project measuring to 1700 m2. This purpose of this project is to address the housing gap crisis that many northern First Nation communities are facing, including Deer Lake First Nation, and provide safe and dependable housing to community members currently experiencing overcrowding and highly unsuitable living conditions within homes that are well past their projected lifespan and/or in great disrepair.
Project activities are as follows:
- Construction of the housing units;
- Importing of aggregate required for the housing base material;
- Re-grading of the lot and final landscaping post-construction;
- Connection to the existing electrical distribution line; And
- Construction and connection to heated water and wastewater holding tanks.
Latest update
July 22, 2025 – Indigenous Services Canada has determined that the proposed Construction of 10 Houses within Deer Lake First Nation is not likely to cause significant adverse environmental effects.
The determination was based on a consideration of the following factors:
- The project will have a positive impact on the rights of Indigenous peoples, associated with the construction of the new homes that will provide comfortable and safe housing, as well as address the housing crisis many communities face;
- During construction activities, mitigations to ensure the protection of the environment, and safety of members of the community will be implemented. Mitigation measure proposed for the project have been prepared and reviewed by ISC.
Implementation of mitigation measures is required for the project to address:
- Topography/Terrain: Risk of altering surface drainage patterns; culverts will be installed where necessary;
- Soils/Geology: Soil compaction from heavy machinery use; Disturbances to the site and the use of equipment on site must be minimized to the extent possible;
- Air Quality: Emissions from construction vehicles; on-site vehicle and equipment idling will discouraged; And
- Noise: Temporary noise impacts from use of heavy equipment and construction activities; construction will not take place outside of regular working hours.
Indigenous Services Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.
Therefore, Indigenous Services Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part. .
