Trans-Canada Highway Twinning Project

The Ontario Ministry of Transportation is constructing two new lanes located on a 40-kilometre stretch of the Trans-Canada Highway (also called Highway 17) between the Manitoba/Ontario border and the Highway 17/17-A Junction in Kenora, Ontario.

December 4, 2023 — On July 5, 2022, the Minister of Environment and Climate Change (the Minister) received a request to designate the project. As set out in the Statement on the Interim Administration of the Impact Assessment Act Pending Legislative Amendments, no decisions to designate projects will be taken pending legislative amendments. In accordance with the statement, on December 1, 2023, the Impact Assessment Agency of Canada's Vice-President of Operations, on behalf of the Minister, communicated this guidance to the requesters and the proponent. He indicated that based on the facts, he is of the view that the project had substantially begun prior to the request and, as a result, the project could not have been designated under section 9(1) of the Impact Assessment Act, SC 2019, c 28, s 1.
