Wharf 401 Reconstruction - Millerand Harbour - Magdalen Islands

A recent underwater inspection revealed extensive deterioration of exposed wooden com-ponents and bolted assemblies. New cladding or ladders can no longer be safely installed due to the advanced degradation of the existing wood.

Built in 1974, the structure has exceeded its intended lifespan, and partial repairs are no longer viable. A full reconstruction of Wharf 401 is required to ensure the safety of vessels and fishermans.


The project includes the following activities:

•    Supply of treated timber, plastic cladding, galvanized hardware, concrete slabs, and ballast stone
•    Partial demolition of the existing creosote treated timber cribwork
•    Proper disposal of demolition materials, including treated and creo-sote contaminated wood
•    Excavation of the seabed to prepare a granular foundation for new cribwork
•    Assembly, launching, placement, and completion of timber cribwork structures
•    Installation of precast concrete slabs, ladders, and fenders
•    Electrical and mechanical upgrades to modernize wharf services

Reconstruction of Wharf 401 at Millerand Harbour


March 26, 2026 – Fisheries and Oceans Canada - Small Craft Harbors (SCH) and Transport Canada – Navigation Protection Program (TC) intend to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. 


To support an informed determination, SCH and TC invite the public to provide comments on this determination. All comments received will be considered public and may be posted online.
