Remediation of Light Non-Aqueous Phase Liquid (LNAPL) at Kraut Point Small Craft Harbour, Riverport, Lunenburg County, NS

The Real Property, Safety and Security Branch of Fisheries and Oceans Canada proposes to undertake the recovery of light non-aqueous phase liquid (LNAPL) from the soil and groundwater located at Kraut Point Small Craft Harbour, in Lunenburg County, Nova Scotia.  The LNAPL plume appears to be comprised mainly of fuel range hydrocarbons with weathered fuel oil range and gas/fuel range hydrocarbons present at some locations. These impacts are likely associated with petroleum hydrocarbon use and storage on site and an adjacent upgradient property.

The proposed project will involve the design, installation and operation of a dual phase extraction (DPE) system including temporary underground infrastructure consisting of 10 (ten) 4" diameter extraction wells, horizontal piping to maximize LNAPL recovery from the site, and an equipment enclosure. The DPE system will have a capacity of 30L/min and will involve the principle techniques of liquid phase (LNAPL and water) recovery and vapour phase (soil gas) recovery in two separate recovery streams. The liquid phase component allows removal of the LNAPL and impacted groundwater. Petroleum vapours are removed from the unsaturated and dewatered zones via the vapour phase component.  Separated liquid product will be temporarily stored in a proposed 2,270 litre ULC approved storage tank and later disposed in a provincially approved manner.  The proposed storage tank will be in compliance with the federal Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulation.  Discharge water will be treated to marine water criteria prior to being released into the adjacent marine water body (Creaser Cove) via a proposed outfall.  The marine water criteria are the most current Canadian Council of Ministers of the Environment (CCME) Water Quality Guidelines for the Protection of Marine Aquatic Life (MAL) for TPH and BTEX components.  Where no TPH or xylene CCME MAL guidelines exist, provincial Tier 1 Environmental Quality Standards (EQS) for Surface Water (Marine) from Nova Scotia's Contaminated Sites Regulations will be used. The DPE system is expected to be fully functional and operational within 10 weeks following contract award and will operate 24 hours a day / 7 days a week.  The DPE system is expected operate for two years and will be operated in accordance to all municipal, provincial and federal acts and regulations.

December 4, 2020 – Fisheries and Oceans Canada – Real Property, Safety and Security (DFO-RPSS) has issued its Notice of Determination after evaluation of the project for the recovery of light non-aqueous phase liquid (LNAPL) from the soil and groundwater located at Kraut Point Small Craft Harbour and has determined that the project is not likely to cause significant adverse environmental effects with mitigation measures as outlined in their evaluation and can therefore proceed.
