Wolverine River Lateral Loop (Carmon Creek Section)

On 25 March, 2014, NOVA Gas Transmission Ltd. (NGTL), a wholly owned subsidiary of TransCanada PipeLines Limited, submitted an Application to the National Energy Board for the Wolverine Lateral Loop (Carmon Creek Section) Project (the Project) to construct and operate new pipeline facilities in northern Alberta. The Project would transport sweet natural gas.

The Project would include approximately 61 kilometres (km) of 508 millimetre (NPS 20) outside diameter pipe and associated components. The pipe would extend from a block valve in SW-08-91-16 W5M on NGTL’s existing North Central Corridor Pipeline (North Star Section) to a proposed Carmon Creek East Sales meter station in NW 22-85-18 W5M. The Carmon Creek East Sales meter station would be approximately 35 km northeast of the Town of Peace River.  The Project would parallel existing disturbances for 57.3 km.

Other Project facilities would include tie-in connections to existing facilities, valve sites, launcher and receiver facilities, and cathodic protection. Temporary infrastructure including a stockpile site, contractor yards and a possible construction camp would be required during construction. The Project would require the crossing of eleven unnamed watercourses as well as the Cadotte River. The proposed Project would cross a provincially designated Key Wildlife and Biodiversity Zone for approximately 9 km in two locations. The Project would cross trumpeter swan waterbody buffers in three locations.

NGTL is proposing to begin construction in the fourth quarter of 2015, with a planned in-service date of April 2016.

Consultation and Cooperation with Other Jurisdictions

Section 18 of CEAA 2012 states that the NEB, as the responsible authority for the Project, must offer to consult and cooperate with respect to the environmental assessment of the Project with any jurisdiction referred to in paragraphs (c) to (h) of the definition of “jurisdiction” in subsection 2(1) of CEAA 2012 if that jurisdiction has powers, duties or functions in relation to an assessment of the environmental effects of the designated project. Should you be of the opinion that you are such a jurisdiction and you wish to be consulted under section 18, please contact the NEB describing how you meet the definition of jurisdiction and your relevant  environmental assessment power, duty or function.
